FfD4: Spain and Luxembourg step in with increased pledges to the Global Fund

Friends of the Global Fund Europe welcomes the renewed and increased commitments from Spain and Luxembourg to the Global Fund, reinforcing global efforts to end AIDS, tuberculosis, and malaria, strengthen health systems, and prepare for future pandemics. For the 8th replenishment cycle, Spain has pledged €145 million and Luxembourg €13.8 million, marking a substantial increase in their support.

By making these bold and forward-looking pledges, Spain and Luxembourg reaffirm their leadership in global health and international solidarity. Both countries have been supporters of the Global Fund since its inception, and their latest commitments underscore the vital role of official development assistance (ODA) in advancing health equity and human rights—particularly in a time of overlapping global crises.

Their pledges also reflect a strategic investment in effective partnerships across key regions and a shared vision for a healthier, more equitable world. Statements from Prime Minister Pedro Sánchez and Deputy Prime Minister Xavier Bettel further highlight both nations’ dedication to a rights-based approach, standing in solidarity with key and vulnerable populations.

As early contributors to the 8th replenishment, Spain and Luxembourg send a strong and timely signal to the international community: even in challenging circumstances, increased ambition and commitment to global health are not only possible but necessary.

Luxembourg’s increased pledge to the Global Fund is not just a financial boost—it’s a clear political signal. At a time of overlapping global crises, and decreasing ODA budgets, this commitment reaffirms that solidarity and ambition in global health remain possible. As a long-standing advocate of multilateralism, I welcome this leadership and urge fellow European partners to follow suit. Now more than ever, it is essential that we match words with action to end AIDS, tuberculosis and malaria once and for all,” said MEP Charles Goerens, Vice-Chair of Friends of the Global Fund Europe.

Spain’s increased contribution shows the importance of investing in global health not only to meet health-related SDGs but also to address interconnected challenges—social, environmental, and structural. Health doesn’t exist in isolation, and investing in it has far-reaching impact,” said Laurent Vigier, Chair of Friends of the Global Fund Europe.

The commitments from Luxembourg and Spain demonstrate that a multilateralism grounded in shared humanity is possible, and reacheable” Laurent Vigier added.

Friends of the Global Fund Europe calls on other European donors to follow Spain and Luxembourg’s lead and seize the opportunity to reinforce their commitment to the Global Fund.
