SOLIDARITY LEVIES: A FRENCH MODEL FOR GLOBAL SOLIDARITY


In the face of the many challenges of the 21st century—conflicts, pandemics, climate disruption, setbacks in human rights and gender equality—the international community is confronted with a harsh reality: traditional sources of Official Development Assistance (ODA) are insufficient, fragile, and unstable.

Since the early 2000s, France has developed a unique model of innovative financing, combining tax justice, international solidarity, and efficiency. This model is reflected in the mobilization of sustainable revenue streams from the air ticket solidarity levy (TSBA) and the financial transaction tax (FTT), in support of major multilateral initiatives such as the Global Fund to Fight AIDS, Tuberculosis and Malaria and Unitaid.

On the occasion of the International Conference on Financing for Development taking place in Seville from June 30, Friends of the Global Fund Europe highlight France’s leading role in the creation of the air ticket and financial transaction taxes.
